Perhaps a local group of thugs are extracting a “toll” from helpless travelers, or ambushing groups as they cross the bridge. Or maybe these bridges, long abandoned after the empire fell, are now the hauntings of a Troll or Revenant who will let none pass. Bridges are also a great place to go fishing!
